mahatenders.gov.in is the Government of Maharashtra’s eProcurement portal, built on NIC’s GePNIC software like eprocure.gov.in and most state portals, so the screens will look familiar if you have bid centrally. The enrolment is not shared, though: you register again, map your DSC again, and learn Maharashtra’s own fee rules.
The volume justifies it. On 22 October 2026, Tenders by Organisation showed Municipal Corporation of Greater Mumbai with 346 live tenders, Directorate of Municipal Administration with 282, Public Works Region with 165, Navi Mumbai Municipal Corporation with 140 and Thane Municipal Corporation with 109. Zilla parishads appear as RDD-CEO followed by the district (Nashik 81, Jalgaon 54, Raigad 27), and MHADA, MIDC, MMRDA and the Maharashtra Medical Goods Procurement Authority all publish here.
Before you start
- A Class 3 digital signature certificate on a USB token, in the name of the person who will sign bids. NIC’s guidelines for hassle-free bid submission ask for a Class III signing certificate from a CA licensed under CCA India. The portal’s DSC information page says issuance takes three to seven days and the maximum validity is two years. Buy the signing plus encryption combo; other portals and tenders ask for both.
- A PC with Java installed and a supported browser. The GePNIC bidder enrolment kit lists JRE 1.8 or higher and at least 2 Mbps connectivity; the NIC guidelines recommend broadband with a static IP and warn against mobile data.
- Company PAN, GST registration, a bank account with internet banking, and the contact person’s email and mobile. One-time codes go to both.
Step 1: enrol as a bidder
- On the home page, click Online Bidder Enrollment in the right-hand panel.
- Enter a login ID (your email works), company details, PAN, and the contact person’s name, mobile and email. If you are an MSE, choose Yes for the preferential bidder option and select MSME, as the GePNIC enrolment walkthrough shows; this is how the portal later lets you record fee and EMD exemptions.
- Verify the codes sent to your email and mobile, and set a password.
- Save the acknowledgement page. BMC’s May 2025 e-tender notice describes the same flow: enrol once, receive credentials on the registered email, reuse them for every BMC tender.
Enrolment alone does not make you a bidder. The GePNIC kit is explicit: the bidder becomes a valid bidder only after the registration of the DSC.
Step 2: map your DSC
- Install the token driver and plug in the token. The kit asks you to procure the DSC at least 24 hours before registering it, so the certifying authority’s records have propagated.
- Log in with your ID and password. The portal prompts for DSC registration.
- Click Signing Certificate, click Refresh, select your name from the certificate list and click OK. Enter the token PIN.
- Add GST details when prompted and save. The dashboard now shows Search Active Tenders, My Tenders and Clarification.
Two rules bite later. The Help for Contractors page says a DSC once mapped to an account cannot be remapped to another; it can only be inactivated. And the certificate must belong to the authorised signatory, not the assistant who does the uploads. When the signatory changes, register the new DSC on the same account.
Step 3: find your tenders
The portal gives you five ways in.
| Route | Where | Use it for |
|---|---|---|
| Tenders by Organisation | Left menu | Department-wise lists, for example every Thane Municipal Corporation or RDD-CEO-Nashik tender |
| Tenders by Location | Left menu | Free-text search by city or district; the page asks you to type the location |
| Tenders by Classification | Left menu | Works, goods and services categories |
| Search and Advanced Search | Top bar and right panel | Keyword, tender ID, value range, date range |
| Tenders by Closing Date | Top bar | What closes this week |
Zilla parishad tenders sit under RDD-CEO entries, municipal tenders under each corporation, PWD under Public Works Region and Public Works Department Mantralaya. Find My Nodal Officer on the right panel tells you whom to call in a department.
Step 4: download the NIT, then watch the corrigenda
Open the tender, download the NIT and documents (the home page says tender schedules are free), and move the tender into My Tenders so it appears on your dashboard. Then read the top-bar Corrigendum list every working day. NIC’s guidelines call mail and SMS alerts an additional feature whose delivery depends on your mail server and account settings, and advise visiting the portal regularly until the deadline. Date extensions, EMD changes and specification revisions arrive as stacked corrigenda, and the Help page tells bidders to account for every one before submitting.
Step 5: pay the application fee, tender fee and EMD
Three payments can apply.
- Application fee of ₹500 per bid. The home page and Help for Contractors page state that from 15 August 2024 an application fee of ₹500 per bid is charged. There is no equivalent on CPPP, so budget for it.
- Tender fee, as set in the NIT. In the BMC example above it was ₹3,630 including GST.
- EMD, as set in the NIT, unless the notice grants an exemption you qualify for.
Payment runs through SBI’s MOPS gateway. The portal’s Bidders Manual Kit has a dedicated Online Payment Procedure manual for SBI MOPS, and the home page asks bidders using SB MOPS or other banks’ internet banking to pay online four days in advance, with payment queries to merchant@sbi.co.in quoting the bank reference number. The 2014 Government Resolution that set up the system specified SBI net banking and NEFT/RTGS into pooling accounts at SBI Mumbai, with EMD refunded from the pool to unsuccessful bidders. Which modes are switched on for a given tender is set in the NIT, so read the payment clause before you assume NEFT is available.
Three practical points from NIC’s guidelines:
- Use the Payment Verification button after paying. Only after the portal records the payment can the bid be frozen.
- If you claim an MSE exemption, check every entry before clicking Confirm. The exemption details cannot be changed once confirmed.
- Where the NIT allows an offline EMD (DD, FDR, bank guarantee), the original must reach the tender inviting authority before the deadline and must match the scanned copy, or the bid is rejected.
MSE exemption is not automatic. It applies only where the NIT says so, and courts have upheld tenders that struck the clause out. Our document checklist covers the Udyam evidence you attach when it does apply.
Step 6: upload documents and the BOQ
- Upload standing documents (PAN, GST, Udyam, ISO, audited accounts, work orders) once under My Documents. You then attach them to each bid instead of re-uploading.
- Accepted formats are PDF, XLS, RAR, DWF and JPG. Scan at 100 dpi black and white; file names must not contain special characters such as ampersands or commas. The Help page says there is no server-side size limit; your Java memory and bandwidth are the real limits.
- Download the BOQ Excel from the tender, fill only your name and rates, and upload it unchanged. The Help page warns that the BOQ template must not be modified or replaced by the bidder. A renamed or restructured sheet is a rejection.
- Follow the cover structure. BMC uses three packets (administrative, technical, commercial); the manual kit has separate guides for single, two, three and four-cover submission.
Step 7: freeze the bid and keep the proof
Click Freeze Bid. The Help page says bids that are not frozen are considered incomplete or invalid and are not evaluated. After freezing, print the bid summary with the bid number and server timestamp; it is your acknowledgement and your entry point at bid opening. The server clock on your dashboard is the only clock that matters. You can resubmit any number of times before the deadline, but if you withdraw a bid you cannot re-enter that tender.
The errors that cost Maharashtra bidders their bids
| Error | Why it happens | Fix |
|---|---|---|
| DSC not detected at login | Driver missing, token not inserted, signer utility blocked by antivirus, or wrong browser | Reinstall the driver, allow the signer utility, use the recommended browser (common DSC fixes) |
| Session expired mid-upload | 20 minutes of inactivity, or the network changing IP address | Prepare files first; use a fixed line, not mobile data |
| Payment made but bid cannot be frozen | Bank settlement pending | Pay four days early; use Payment Verification |
| Exemption claimed wrongly | Confirmed without checking | Decide the exemption before you start; it cannot be edited after Confirm |
| BOQ rejected | Template edited, rows added, file renamed | Enter only name and rates in the original file |
| Corrigendum missed | Relying on email alerts | Check the Corrigendum list daily for every tender in My Tenders |
| Offline EMD mismatch | Scanned instrument differs from the original delivered | Scan the final instrument, not a draft |
| Upload fails on a large file | Java memory, bandwidth | 100 dpi scans, split archives, wired connection |
Tracking Maharashtra tenders automatically
There is no public API or feed for mahatenders, and the portal’s own alerts cover tenders you are already in, not tenders you should be in. A bidder watching PWD, three municipal corporations and two zilla parishads checks six organisation pages plus the corrigendum list daily, then reads eligibility clauses by hand.
The alternative is a watcher that pulls new tenders and corrigenda from mahatenders and the other portals you care about, scores each against your company profile and surfaces only the ones worth a human’s hour. That is what we build in tender automation; see it in the tender desk demo. How mahatenders compares with GeM and CPPP is in our portal comparison, and the full bidding process is in how to win government tenders in India.
What to automate
- Discovery: new tenders by organisation and district, pulled daily from mahatenders, with the ₹500 fee, tender fee and EMD extracted.
- Corrigendum watch: every tender in My Tenders checked for new corrigenda, with date and EMD changes flagged.
- Eligibility screen: turnover, similar-work and location clauses scored against your profile before anyone opens the PDF.
- Pack assembly: the My Documents set regenerated from a vault with expiry dates, in the cover order the NIT wants.
- Payment and deadline tracking: fee paid, verification status, freeze deadline and EMD refund due date on one board.
