Best tender management software in India (2026): alerts, eligibility scoring, document vaults and bid packs compared
TenderTiger, BidAssist, Tender247, TenderDetail, Tendersinfo, Loopio-style RFP tools, Excel setups and custom automation compared on what each layer of bid management does, with 2026 prices.
By DotZero Research
Quick answer. Indian tender software is really four layers: alerts, eligibility scoring, document management and bid-pack generation. TenderTiger, BidAssist, Tender247, TenderDetail and Tendersinfo sell the first layer well, from about ₹2,400 to ₹3,000 a year at entry, with TenderDetail and Tender247 adding analytics and AI matching on upper tiers. Global RFP tools such as Loopio and Responsive handle the fourth layer for questionnaire-style RFPs but know nothing about GeM or CPPP. Most bidders run layers two and three in Excel and Drive until volume breaks it, at which point the options are a bid consultant or a custom system that scores eligibility against your profile and assembles the pack.
Prices below are from vendor pages as of October 2026 and are indicative. Several aggregators publish different figures on different pages or none at all; where that happens we say on request.
How we compared
We asked one question of each product: which of the four layers does it actually do, and for whom? Alerts are matching tender titles to keywords and sending them. Eligibility scoring is reading the notice and saying whether your turnover, experience, certifications and location qualify. Document management is knowing where your GST certificate, EMD history, work orders and solvency letter are and when they expire. Bid-pack generation is producing the compliance matrix, cover letters and annexures in the buyer’s order. We weighted fit for an Indian SME bidding on GeM, CPPP and state portals over polish.

The four layers, and who sells which
Layer one: alerts
All five Indian aggregators do this. The mechanism is the same everywhere: scrape the portals, match titles and categories to your keywords, email or message you daily. The recurring complaint in reviews is noise, because a keyword does not know your turnover or your state. Our tender alert services comparison goes through coverage and complaints in detail; the short version is that alerts are a commodity and the price should reflect that.
Layer two: eligibility scoring
Almost nobody sells this off the shelf for Indian tenders. TenderDetail’s AI summary and Tender247’s AI matching get part of the way by condensing the notice, but neither holds your audited turnover, your completed-works list or your certifications and says yes or no. This is the layer where bid teams lose the most hours, reading 40 notices to find the 4 they can bid.
Layer three: document management
Every bid reuses the same 20 to 30 documents, each with an expiry: GST registration, PAN, MSME certificate, ISO certificates, audited financials, work completion certificates, bank solvency, EMD exemption letters. Aggregators do not store these for you. Loopio and Responsive do, as a content library. Everyone else uses Drive and a spreadsheet of expiry dates that someone forgets to update.
Layer four: bid-pack generation
The compliance matrix, the technical bid in the buyer’s annexure order, the cover letter, the undertakings. Global RFP tools generate this from a library of past answers. Indian aggregators do not. Consultants do it by hand. Custom automation does it from your profile and the parsed notice.
The tools in detail
TenderTiger
One of the oldest Indian aggregators. Its About page says plans start at ₹2,400 a year and vary by the number of tenders you need (TenderTiger); an older subscription page lists an All-India Premium plan at ₹21,240 for a year with five employee logins, and the account pages show a points model charged per tender. The services page also lists an AI question-answering add-on at ₹12,000 a year (TenderTiger services). Coverage is broad; confirm which price applies before paying, because the pages disagree.
BidAssist
Part of the OfBusiness group and the cheapest entry. Its FAQ says plans start from ₹3,000 a year while the pricing page advertises entry from ₹499 and a Basic plan for one region against a Premium plan for all regions, with Basic capped at 100 document downloads a month (BidAssist pricing, FAQ). Without a plan, a tender document costs ₹299. Business Standard reported in October 2026 that the AI-assisted product is expanding beyond the metros. Strong on alerts, with WhatsApp delivery; no eligibility or document layer.
Tender247
A long-running aggregator that relaunched its positioning in September 2026 with an actor-led campaign. Coverage describes AI that identifies relevant tenders, automates paperwork and gives teams a shared view, with a claim that bid time falls by about 90 percent; no prices were stated and the founder described the product as a subscription (The Tribune, 16 September 2026). The subscription page publishes no plan prices. Worth a demo if you want matching and a workspace in one; verify the time-saving claim on your own tenders.
TenderDetail
The analytics-heavy option. Its benefits page lists three tiers: Standard with two email IDs, Premium with five and Enterprise with five, where AI short summaries and AI competitive bid analysis arrive at Premium and probable-bidder lists only at Enterprise; all tiers include daily category alerts and Excel export (TenderDetail subscriptions). No rupee prices are published. Pick it when knowing who else bids and at what price matters more than the alert itself.
Tendersinfo
Positions itself as India plus global, with coverage claimed from 150-plus countries. Plans start from ₹2,400 a year; alerts come by email, app push, API and WhatsApp at ₹2 per message, and every member gets a key account manager, with bid advisory and probable-bidder extraction sold alongside (Tendersinfo services). The FAQ names Basic, Standard, Premium and Enterprise tiers without prices. The natural choice for exporters who would otherwise pay two feeds.
Loopio and Responsive (formerly RFPIO)
These are RFP response platforms built for a sales engineering team answering 300-question security and capability questionnaires from a curated answer library. Neither publishes prices; G2 and Vendr both list Responsive as quote-based, priced by seats and modules (G2, Vendr), and third-party guides put Loopio’s entry tier at roughly USD 20,000 a year for ten seats (Wolfia), a figure we could not confirm with the vendor. India fit is narrow: no GeM, CPPP or state-portal feeds, no Indian document templates, dollar billing. They make sense for an IT services firm answering private or overseas RFPs, not for a contractor bidding PWD works.
Excel and Google Drive
Free, and what most bidders actually use for layers two and three. A tracker sheet with tender ID, portal, due date, EMD, eligibility notes and owner; a Drive folder per bid; a documents folder with expiry dates in file names. It works until two things happen: volume passes about ten live bids a month, or a corrigendum changes a date that nobody copies into the sheet. Both failures are silent until the bid is late.
Custom automation
The alternative to hiring a second bid coordinator. A custom tender desk reads every notice from your feeds, scores eligibility against a structured profile (turnover by year, completed works, certifications, states), keeps the document vault with expiry alerts, diffs corrigenda against the original notice and generates the compliance matrix and annexure pack for a human to review and sign. Submission stays manual by design: CPP Portal enrolment requires the bidder’s own digital signature certificate (CPPP bidder guidelines), and since 1 January 2021 only Class 3 certificates are issued (CCA direction via Studycafe). This is what we build at DotZero; the tender automation page sets out scope and the tender demo scores a sample notice against a sample profile. Pricing is a fixed-fee prototype and then a retainer, which only pays back above roughly ten bids a month.
Who should pick what
- Bidding on GeM only, under five bids a month: GeM’s own bid list plus a Drive folder. An aggregator adds little.
- Contractor or supplier watching CPPP and two or three state portals: BidAssist or TenderTiger for alerts, Excel for the rest. Budget ₹3,000 to ₹25,000 a year.
- Bidder who loses on price and wants to know why: TenderDetail Premium or Enterprise for competitive bid analysis, on request.
- Exporter: Tendersinfo for the combined feed.
- IT services firm answering private RFPs: Loopio or Responsive, budgeted in dollars.
- Ten or more live bids a month across portals: keep a cheap alert feed and add eligibility scoring, a vault and pack generation, either through a consultant or a custom desk. Our AI tools for tender filing comparison covers the consultant option and prices.
What to check before you pay
Ask the aggregator how many of last month’s alerts you would have been eligible for; if they cannot say, the noise problem is yours to solve. Ask whether corrigenda are tracked against the original notice or sent as fresh alerts. Ask where your documents live and who is told when one expires. And ask any vendor claiming automated submission to show you the DSC step; there is not one, and the claim is a red flag.
