GeM (Government e-Marketplace)
Central and state government buyers, PSUs and autonomous bodies purchase goods and services (direct purchase, L1 comparison, bids and reverse auctions) from registered sellers on GeM's own marketplace platform, which is not NIC GePNIC-based.
How to register
- 1Go to gem.gov.in > Sign Up > Seller/Service Provider; only an authorised person (proprietor, director or key person) should register.
- 2Verify identity with Aadhaar (OTP on the Aadhaar-linked mobile) or personal PAN; the 4th letter of a personal PAN must be P.
- 3Choose constitution type (proprietorship, firm, company, trust/society, government) and enter business PAN, CIN and incorporation date.
- 4Enter ITR details for the last 3 years; verified ITR is mandatory to take part in bids/RA unless the entity is under 24 months old.
- 5Add registered office and billing address with GSTIN (no orders above Rs 2.5 lakh without GSTIN) plus bank account number and IFSC.
- 6Optionally add Udyam/UAM (MSE) or DPIIT start-up details; create secondary sellers for bid participation, catalogue and order roles.
- 7Set up free Aadhaar e-sign via eMudhra or a CCA DSC with the emBridge client to verify transactions; OTP verification is being phased out.
- 8OEMs obtain a Vendor Assessment report from the GeM-designated agency (unless exempt); resellers need OEM authorisation before listing.
Things that catch bidders out
- Caution money is gone; existing deposits are withdrawn via Dashboard > Manage Caution Money Account > Recalculate Threshold > Withdraw Excess Funds, to a PFMS-verified primary bank account.
- OTP verification of transactions is supported only for a limited time; get Aadhaar e-sign or a DSC with emBridge installed before it is switched off.
- Without verified ITR for the last 3 years you cannot participate in bids or RA (unless incorporated under 24 months ago), and without GSTIN you cannot accept orders above Rs 2.5 lakh.
- Products offered in a bid or RA cannot be withdrawn during the bid validity period; buyers fix bid validity and bid security must stay valid 45 days beyond it.
- Listing a product in a wrong category makes any resulting contract void; OEM status needs a Vendor Assessment report and resellers need OEM authorisation.

Verified against the portal's own help pages on 2026-10-22. Portals change rules without notice; the NIT always prevails. gem.gov.in itself returned 503 and certificate errors on 22 Oct 2026, so the FAQ was read from the assets-bg.gem.gov.in mirror and the pre-requisites PDF is dated 30/12/2019. Transaction charges are taken from the official NewsOnAir release of Sept 2024; the current revenue policy PDF version and vendor assessment fees were not verified. Bid validity and bid security clauses come from GTC 4.0 v1.29 dated 25 March 2026, read from an institutional copy.
