Telangana State eProcurement (tender.telangana.gov.in)

Telangana departments, PSUs (including TGTRANSCO and SCCL), urban local bodies and universities tender works, goods and services on the ITE&C Department's own eProcurement platform operated through TSTS, which is not NIC GePNIC-based.

How to register

1Install eMSigner 1.3.1 as administrator (uninstall older versions) and run Check Your DSC Token; it must show OAEP Supported: true.
2On tender.telangana.gov.in click Login > New Registration, read the terms of registration and click I Agree.
3Insert the Class 3 DSC, click Select Digital Certificate, pick the certificate and click Register.
4Enter primary contact and login details, then business information and business registration details, clicking Next Step after each.
5Upload the documents for your bidder category (individual/proprietor, partnership, company or foreign bidder) and submit.
6Contact the helpdesk for activation of the user ID; on first login reset the password and enter bank details.
7Select the certificate again and upload the encryption key from Profile; repeat Upload Encryption Key whenever the DSC is renewed.

Fees and EMD

Registration fee could not be confirmed (see notes). Every bidder pays a transaction fee at bid submission, set under G.O.Ms.No.7 (2016) at 0.03% of estimated contract value capped at Rs 10,000 for ECV up to Rs 50 crore, and the successful bidder pays an eCorpus charge (0.04% of ECV, same cap); the portal notice says G.O. Ms. No. 6 dated 09.10.2026 revises both for tenders published on or after 15.10.2026, and EMD status is tracked via Check EMD status.

Digital signature

Class 3 DSC on a FIPS 140-3 token that supports OAEP; the signing certificate is selected at registration and the encryption key is uploaded in the profile, all through the mandatory eMSigner 1.3.1 client.

Things that catch bidders out

eMSigner 1.3.1 is mandatory (FIPS 140-3); uninstall the old version first, and tokens that do not report OAEP Supported must be replaced with the vendor.
Transaction fee and eCorpus rules changed for tenders published from 15.10.2026 (G.O. Ms. No. 6 of 09.10.2026); read the G.O. in the G.O.s section before costing a bid.
Supported environment is Windows 8/8.1/10 with Firefox 47+ or Chrome; Firefox users may need network.lna.websocket.enabled set to false if the dashboard does not load.
Tenders sit under Pre-bid/Upcoming until bid submission starts; the old Tender Document Download Start date is now the Bid Submission Start date.
Civil works registration needs the department contractor class certificate (Class 5/4/3/2/1 or Special Class) and a category-specific document set.

Verified against the portal's own help pages on 2026-10-22. Portals change rules without notice; the NIT always prevails. The Technical HelpDesk, Contact Us, FAQ and G.O.s pages are session-bound (HTTP 405 without a browser session), so helpdesk numbers (third parties report 73370 23377 / 73370 26677, 9 am to 8 pm Mon-Sat), the FAQ statement that the registration fee is waived for a limited period, and the new G.O.Ms.No.6 rates (reported as 0.05% of ECV with a Rs 1,000 minimum) are unverified; support is therefore null.
