How to register

1On etender.up.nic.in click Online Bidder Enrollment and fill company and contact-person details (MSEs tick Preferential Bidder).
2Verify the email and mobile codes and set a password; the login ID is emailed.
3Log in and map your Class 3 signing DSC under Signing Certificate at least a day before you intend to bid.
4Upload reusable documents under My Documents (PDF/XLS/RAR/DWF, scans at 75-100 dpi, no special characters in names).
5Download the tender schedule free, pay tender fee and EMD online where enabled (SBI), fill the BOQ and freeze the bid.

Fees and EMD

No enrolment fee is stated on the portal and tender schedules can be downloaded free of cost; tender fee and EMD are fixed per NIT and, where the department has enabled online payment, are paid through SBI, for which the portal lists a separate SBI payment helpdesk.

Digital signature

Class 3 signing DSC from a CCA-licensed CA on a USB token in the bidder's name, mapped once to the enrolment and not transferable.

Things that catch bidders out

Bids must be frozen before the server-clock deadline; unfrozen bids are invalid and a withdrawn bid cannot be resubmitted for that tender.
The DSC cannot be remapped once mapped; register it a day ahead of your first bid.
Online payment issues are handled by SBI (022-65361625, merchant@sbi.co.in) only Monday to Saturday 10 am to 7 pm, so do not leave payments to the last evening.
Only PDF, XLS, RAR, DWF (and JPG) files with no special characters in names; scan at 75-100 dpi and leave the BOQ template structure untouched.
Listings are dominated by civil works (roads, interlocking, sewer lines, lifts), so check Tenders by Classification for item rate versus percentage rate contracts.
