West Bengal eProcurement (wbtenders.gov.in / tenders.wb.gov.in)

West Bengal departments, PSUs (such as WBPDCL), district magistrates, zilla parishads and local bodies tender works, goods and services on NIC GePNIC-based portals, now split between the legacy wbtenders.gov.in and the new tenders.wb.gov.in hosted at the state data centre.

How to register

1Enrol on tenders.wb.gov.in (new portal) or wbtenders.gov.in (legacy) via Online Bidder Enrollment; fill company and contact details.
2Verify the email and mobile codes and set a password; the login ID is emailed.
3Log in and map your Class 3 signing DSC under Signing Certificate; accept the portal user agreement unconditionally.
4Upload reusable documents under My Documents; bids go in Technical and Financial folders, each file digitally signed.
5Pay EMD and tender fee online via ICICI gateway net banking or NEFT/RTGS challan, then freeze the bid before the server deadline.

Fees and EMD

No enrolment fee is stated on either portal. EMD and tender fee must be paid online through the portal, either by net banking via the ICICI Bank payment gateway or by NEFT/RTGS against a system-generated challan, as prescribed by Finance Department memo 3975-F(Y) of 28.07.2016; tenders not following the online EMD procedure are not treated as valid (memo 2365-F(Y), 2018).

Digital signature

Class 3 signing DSC from a CCA-licensed CA on a USB token; registration is in the bidder's name but the DSC holder may be the bidder or an authorised person, and the DSC is also needed to download tender documents.

Things that catch bidders out

From 17.08.2026 PWD, PHE, GTA, P and RD, I and WD, Health, all DM offices and Zilla Parishads float fresh tenders only on tenders.wb.gov.in (Order 2961-FY of 12.08.2026), so watch both portals.
Tenders floated on the new portal between 11.09.2026 and 20.09.2026 were cancelled and re-tendered after technical glitches (Order 3775-FY of 08.10.2026); expect re-tenders.
EMD and tender fee only online via ICICI gateway or NEFT/RTGS challan; EMD problems go to emd.eproc-wb[at]nic[dot]in rather than the NIC technical line.
Bids must be frozen before the server-clock deadline and the DSC cannot be remapped once mapped (standard GePNIC behaviour).
Conditional bids are not accepted; the portal user agreement must be accepted without conditions.
